House passes Senate DHS bill

Posted on 01.05.2026

On April 30, 2026, the House passed a Senate bill that funds most of the Department of Homeland Security, marking an end to the longest partial government shutdown in U.S. history — a staggering 76 days that began on February 14.

The shutdown had begun over disputes regarding ICE conduct, but no official changes were made during this period. As the days dragged on, federal employees felt the strain; thousands of Coast Guard personnel faced financial difficulties due to unpaid obligations. The Coast Guard owed more than $300 million and had overdue utility bills totaling $5.2 million.

Initially, House Republicans rejected a Senate plan that excluded funding for ICE and Border Patrol. This led to intense negotiations as lawmakers scrambled to reach an agreement before a planned 12-day break requested by the White House.

Key developments:

  • The funding bill ultimately passed with support from House Speaker Mike Johnson, who emphasized that despite their historically small majority, House Republicans continue to deliver for the American people.
  • Adm. Kevin Lunday described the Coast Guard’s situation as operating in a crisis, indicating that “the reality today is the Coast Guard is operating in a crisis” and warned that this was needlessly harming personnel and hollowing out readiness.
  • The funding approved includes critical resources for immigration enforcement as part of Trump’s tax cuts bill, amounting to $170 billion.

With the bill signed into law by Trump, operations can resume for various departments within DHS. While some officials have noted ongoing challenges regarding ICE conduct and its implications, this legislation marks a significant step toward restoring normalcy.

The consequences of this lengthy shutdown have been profound — not just for federal agencies but also for countless families relying on their livelihoods tied to these operations.
